Best Value For Cell Phone Gps

Not being a heavy cell phone user. What phone brand/model would one recommend for an occasional use for GPS . Htc, Nokia, Samsung, etc. With an occasional picture, INTERNET and Blue tooth use.

Are all cell phone gps's voice turn by turn. I just get blank stares when trying to talk to salesmen here.
