Why Do They Often Water Ground/Soil ?

Hi, sorry for that weird question.

I am in koh samui, and many times I see Thais watering ground/soil in the front of their shop, or, anywhere, is there a reason to that?!

I would guess it's to stop the wind blowing the loose dust everywhere.

If the soil is clay, then it will shrink if allowed to dry out. That could cause cracks in concrete foundations and pads.

Also, they could be watering the ground to cool down the area.

But, I think the first explanation is more likely -- dust control.

I kinda thought this was something that men do all over the world-- stand around at dusk with a hose in their hand, pointing it at whatever plant material may be around! (Don't get me started on how this is entirely the most wrong time possible for watering plants!)

I don't have green fingers but I would have thought if water was in short supply, night time would be the best time to water plants as during the day you would lose a huge amount due to evaporation in the sun??

I know you said don't get you started but why exactly is it the wrong time? You can keep it brief. :)
