Has anyone ever come across one of these devices for sale here in Thailand, and if so can you please let me know where I can purchase. I have tried most of the large DIY outlets only to be met with the usual blank stares . . . . . .

I doubt you will find them. In Thailand, they use masking tape.

You can use the blade of a Stanley knife, but you need to be very careful (and skilled). Blood does not look well on a new paint job.

I agree that it's doubtful that you'll find this tool here in Thailand.

But a good quality brush and a steady hand should do the job well enough.

Unfortunately painting skills and a steady hand are not my strongpoints. I have used this tool many times in the past when I lived in the UK with fantastic results, hence why I want to use it again. I also doubt very much if it can be bought over here in Thailand, but it was worth asking before I get one sent over from the UK.
