Community complains about access road to FROC HQ

A community yesterday cried foul over the construction of a special road for government leaders to access the Flood Relief Operations Centre (FROC), saying it has blocked drainage of floodwater.

Despite the worsening inundation at the Lat Phrao Intersection, Prime Minister Yingluck Shinawatra said the FROC would not be relocated for the second time to Bitec in Bang Na as speculated.

The FROC had to abandon its first office at Don Mueang Airport and set up in the Energy Complex further down the road.

Residents of the Train community on VibhavadiRangsit Soi 11 complained that a ramp linking the FROC's office to the Don Muang Tollway had trapped floodwater.

After the flood reached the Lat Phrao Intersection, the government raised the exit ramp from the elevated highway by about a metre above the surface road with crushed rocks and big sandbags.

A resident, who asked not to be named, said that after the road was heightened, it prevented floodwaters from flowing to two pumps at a canal nearby and caused the water in his community to double in height.

The special road did not have to be built, as Cabinet members and authorities could take a detour on Kamphaeng Phet Road, he said.

"They may waste a bit of their time, but it will save the budget," he said.

The government should have learned a lesson when the flood finally forced FROC to relocate the first time.

The FROC should have moved again instead of raising the road.

But the residents of the community would not protest, he added.

As of 2pm, the flood on the road in front of the Energy Complex was 8090 centimetres deep while the inbound lanes leading to Lat Phrao were at about one metre.

Floodwater continued to gush out of sewers and the Phayathai office of the Metropolitan Waterworks Authority was entirely swamped under about 20cm of water.

Water also spilled out of sewers at the mouth of Vibhavadi Soi 11. The Train Communities 11 to 19 were under 4080cm of water.

Most residents decided to stay on the second floor instead of evacuating.

Australian aid for small projects

The Australian Embassy invites applications for development projects to be supported under its Direct Aid Programme (DAP).

DAP is a flexible, small grants programme funded by the Australian government through AusAID and managed by the Department of Foreign Affairs and Trade.

The programme focuses on the identification, design and management of smallscale development projects and activities in Thailand.Funding is available on a notforprofit basis to individuals, organisations and community groups engaged in development activities in Thailand - but not for commercial operations.

This year, priority will be given to projects in:

Sustainable development with a focus on improving public health;

Support for education;

Gender equality and women's empowerment;

Poverty with special attention on the elderly, youth and migrant workers; and

Disaster prevention and recovery.

Applications for projects in other areas are still eligible to apply, but will be given a lower priority when deciding which applications should be funded.

There is no minimum or maximum amount that a single DAP project can receive, although funding for most projects will fall between the Bt100,000 and Bt800,000 range. Projects must be completed by June.

Applications must comply with the 'Applicant Guidelines 201112 for the Direct Aid Programme' and must be made using the 'Project Proposal Form 201112'. Applications for the first round close on in one week - on November 14.

TAT turns to S America as Europe, US arrivals slow

The Tourism Authority of Thailand (TAT) is targeting visitors from South America as arrivals from Europe and North America slow due to fears of economic downturns there.

The authority is focusing on two big emerging markets, Brazil and Argentina, by matching Thai operators with the two countries. The TAT recently took officials from four Thai travel firms to Brazil to promote tourism products such as Thai cultural activities, spas, beaches and food.

The agency also planned to work with airlines to organise familiarisation trips for 300 buyers to Chiang Mai and Phuket from November 23-26 to help promote and sell Thailand.

Moreover, it will appoint a marketing representative to open an office in Brazil next year.

"Many major airlines from Southeast Asia like Singapore Airlines and Malaysian Airlines as well as Qatar from the Middle East have been entering South America, where they see more opportunity," said Juthaporn Rerngronasa, deputy governor for international marketing (Europe, Africa, the Middle East and the Americas). The moves are aimed at boosting visitors from South America during the peak season in January and February.

TAT hopes an increase in arrivals from Latin American countries will make up for a decline in arrivals from Europe and North America, a trend that is expected to continue in 2012.

Thailand received 30,000-40,000 tourists from South America last year, most of them from Brazil and Argentina, Juthaporn said.

The number is expected to grow by 20 per cent this year and next on the back of the additional marketing and promotional activities. "This year, we expect to have nearly 20,000 tourists each from Brazil and Argentina," Juthaporn said.

Tourists from the region last year stayed for an average of more than 10 days and spent Bt4,100-Bt4,300 per day per head, more than Americans and Europeans, who spent Bt3,700-Bt4,200 per day per head. Juthaporn said the flooding in Thailand was having only a minimal effect on confidence in long-haul markets, where new bookings remained high.
