When the meter booth lady gives the flat price for my destination I always tell her I'm going with meter and jump in, no problems. Always cheaper than the fixed price too. The last two times I tried to get a meter I only found a queue and no sign of taxis. They were actually telling people the wait is 1 hour or so, so back to the illegal taxis
