Change Of Visa At Bangkok'S Immigration Office Instead Of Doing A Change-Of-Visa Run ?

Just came across this online article which states that a Tourist Visa CAN be changed into a Non-Immigrant B Visa at bangkok's immigration office headquarters without having to do a visa run to a neighboring country !!

It is a surprise for me to see this, but if anyone has any more info about it please let us know.

The date of the article is June 2011, and laws may have changed ever since, however, it is rather interesting to find out ....

my second question : can a Tourist Visa be changed into a Non-Immigrant O Visa ( Volunteer Visa ) in Bangkok too ? - if the above article is true and correct regarding the Non-Immigrant B Visa.

If not, then what would be the easiest, fastest, most convenient, and least expensive option ? - in regards to doing a visa run to a neighboring country to change a Tourist Visa into a Non-Immigrant O type Visa.

Which of the neighboring countries would you recommend ? Bus, Train or Plane ? Visa issuance time table ? Documents required ? etc.

I also read on one of the forums under "Teaching in Thailand" category that there is now a new law that requires applicants to submit a police clearance letter as well ! what are the details of this issue ? does anyone know ?
