BANGKOK: -- Thailand's legal advisers in a boundary dispute with Cambodia have advised the Kingdom to "act as a good child" to convince the International Court of Justice (ICJ) that the country is cooperative, a senior government figure said yesterday.

Deputy Prime Minister General Yuthasak Sasiprapha said the three unnamed foreign legal experts, who are visiting Thailand at the Foreign Ministry's invitation, suggested the country pay close attention to and strictly follow orders by the ICJ, commonly known as the World Court.

"The legal advisers told Thailand to make the World Court feel that we are listening to it. We should act as a 'good child' before the World Court," Yuthasak said.

He said Prime Minister Yingluck Shinawatra yesterday showed much interest in the case and stressed that the advisers' suggestions should be taken into consideration in the country's legal battle.

According to the deputy premier, the ICJ told Thailand to submit its written arguments in the case, involving a disputed area next to the ancient Preah Vihear temple, by the end of June, after Cambodia had sent its statement in writing to the court.

Yuthasak expected the trial phase of the case to begin late this year or early next year, with the verdict likely to be announced some time next year.

Yuthasak, the deputy premier in charge of security affairs, was speaking after a meeting with the prime minister, commanders-in-chief of the armed forces, Defence Minister ACM Sukampol Suwannathat, Foreign Minister Surapong Towichukchaikul, the foreign legal advisers, and representatives from other security agencies. The meeting at Government House lasted more than two hours.

The foreign advisers were asked to comment on Thailand's case and for suggestions on what the government and the security agencies should do.

Yuthasak said the advisers were briefed on the current border situation and the geographical nature of the disputed area. They would later meet with Foreign Ministry officials to discuss the case further, before returning to The Hague in the Netherlands, where the ICJ is located.

"They were told to strictly follow orders of the ICJ." Doesn't sound like a fair court with an impartial view. Sounds more like a rogue Fascist group dictating terms. Is this a result of poor writing? Could Thailand's legal advisers be advising that Thailand "follow strict orders?"

Wag the dog...

To 'wag the dog' means to purposely divert attention from what would otherwise be of greater importance, to something else of lesser significance. By doing so, the lesser-significant event is catapulted into the limelight, drowning proper attention to what was originally the more important issue.

I actually think both sides love this dispute. When things are not going well in either government, " suddenly" the Preah Vihear temple dispute is rolled out. Too funny..... It is also odd to spend so much time obsessing about a few square kilometers of land, when at the same time Thailand has in essence lost a huge portion of southern Thailand to the Pattani separatists. It is like a war zone down there, where Thailand has completely lost control. If you don't believe that, take your car and go have lunch in Yala.... :-)

PM prepares clarifications on Preah Vihear case

BANGKOK, 11 May 2012 (NNT) - Prime Minister Yingluck Shinawatra has held a meeting to prepare for the Preah Vihear case clarifications with related agencies before forwarding the clarifications to the International Court of Justice (ICJ) in June.

In preparation to fight in court against Cambodia on the ownership of the 4.6-kilometer area around the Preah Vihear Temple, the premier has met with security agencies, Foreign Ministry, and legal advisors on international law.

Foreign Minister Surapong Tovichakchaikul and Thai Ambassador to The Hague Veerachai Plasai announced that the prime minister expresses her concerns over the preparation procedures and wants all sides to have the same information so that the case is more credible.

Meanwhile, Deputy Prime Minister Yutthasak Sasiprapa said the Thai security agencies have prepared clarifications and information including all protests from the Thai side against Cambodia, to which Cambodia did not respond in anyway, to submit to the court in June. He expects the case to be decided next year.
