Originally there were records of which companies purchased which blocks, and even websites with reverse look-up capabilities. Obviously with the introduction of mobile number portability it may be challenging to determine the current service provider associated with a particular number. http://en.wikipedia.org/wiki/Telephone_numbers_in_Thailand seems to confirm that 083 is likely a TrueMove number.
