Yes they do, check the web sites like Agoda, Asiarooms and Thaivisa etc some are offering up to 75% off in the low season, and there is plenty of accomadation avaliable in Rawai, Nai harn in the low season

I always reccomend Yanui Resort #2 on Soi Yanui..

Nice room/apaertments and clean quiet with pool ..

Phuket Sea Resort normally where i go if i want a decent place to stay close to everything this time of year (low season) can get a nice room and buffet breakfast for a 1000 baht walk in........www.phuketsearesort.net

Have a BKK friend who regularly stays at Green Valley resort.

Definitely in your price range, cheaper at low season, a ton of restaurants nearby and.....................lo and behold, attached girlie bar out front next to....(shazam!) a 7-11.

What else could a guy need?
