I think the OP is asking whether anyone with PR has applied for citizenship before or after having had PR five years.

when I went to the special branch to ask, the said that 5 years on PR was needed first (with at least 3 years of tax returns as well).

If I was you, and you though you were in the position to qualify, I'd go down with all the relevant docs and ask. If I understand it correctly, they won't even begin to process your application unless you are qualified to do so.
