Hotmail passwords are frequently cracked, and scammers hit the owner.

Maybe your friend could set up a gmail address and import hotmail contacts. AA

I've seen that situation from Microsoft. Good luck. Most people abandon the account and switch to gmail. Some are lucky and it clears itself.
