Commerce Ministry to use computer system with rice pledging to curb corruption

BANGKOK, 18 February 2013 (NNT) - The Ministry of Commerce will allocate a special budget to the Public Warehouse Organization in an effort to prevent corruption in the state-initiated rice pledging scheme.

Director-General of the Department of Internal Trade Wiboonlasana Ruamraksa said the Commerce Ministry has been urgently issuing electronic verification document for farmers, needed for pledging their 2013 off-season paddies.

Ms. Wiboonlasana stated the computer system will make it more convenient for farmers while helping the government curb corruption in the rice-pledging scheme, by keeping all data from across the country rice pledging in one system.

The Department of Internal Trade chief said that the government has allocated 90 million baht in special budget to enable the Public Warehouse Organization to install computer systems at all pledging points and participating warehouses.

With regard to the preparation for the 2013 off-season rice pledging program, Ms. Wiboonlasana said directives to govern all stages of the pledging process are being prepared and will be submitted to the National Rice Policy Committee in March.

While stating that the price the government will pay for each ton of paddies pledged will remain at 15,000 baht, the Department of Internal Trade Director-General expects this year’s off-season rice supply will stand at around 11 million tons.

With regard to the preparation for the 2013 off-season rice pledging program, Ms. Wiboonlasana said directives to govern all stages of the pledging process are being prepared and will be submitted to the National Rice Policy Committee in March.

After this long they are going to set up the how they will govern the program. In hopes to "curb" the corruption, not stop it.

So now there is another Bt 90 million on top of the 225 million for additional police resources, all of witch are expensive bandaids on a gaping wound. All the while the thieves keep stealing, the 18 million tons keep rotting, and the price of rice is not going up.

It will be a bunfight. Only registered farmers will be able to sell, but there are millions out there who don't own the land, and work on some kind of a profit share with the land owner. So, will they expect the "land owners" to do the selling. Could be that all of a sudden the supposed millions of farmers, are reduced greatly, and the land owners will have to treck up country to do the selling.

Oh yes, that raises the cost of cheating.

I guess the powers that be will make that loss back

One wonders how on earth this guy has come up with a figure of 11 million tons or, does he mean 11 million tonnes - don't suppose he would know the difference anyway?

With about THB 120 billion lost by the government on the 2011/2012 rice pledging program and 180 bi. expected this fiscal year, spending a mere 90 million on a computerized inventory management system seems peanuts.

BTW I'm willing to undertake this challenging project for a mere 75 million with 22.5 million to be paid upfront only :-)
