I have a couple of domains hosted with a local company that seems to have disappeared. The website of the company itself is down and apparently their own domain has expired. I assume that they were simply a reseller of some kind. Neither of my domains is accessible in any way although the redirection for one continues to work.

What are my options? How do I transfer the domains to a different host?

If the domains are registered to yourself, you simply need to go to the registrar and change where the domains are pointed. A new hosting provider can help you with that. If not, you're likely screwed

A domain should be registered in the owner's name. The domain provider (as I am for my clients sometimes) should have their details down as the technical and admin contacts. If there is ever a problem then it is VERY easy for the correct person to take their domain. If you don't have these details then you need to contact the relevant authority for that domain type.
