From Hong Kong to Europe via BKK on Thai Airways

I have a friend who is flying to Europe fro Hong Kong via Bkk

He changes plane in Bkk and has a 3 hour wait between landing at swampy and taking of from swampy

Does he have to go directly from one plane to another? or can he exit customs and meet me for a bite to eat?

Please advise if this is possible

Provided he gets 2 boarding passes at Hong Kong (which he will/should) and qualifies for a 30-day visa exempt entry I see no reason why not. He only will have 1 hour or so once he's cleared immigration before he then has to go back through security and immigration again. I also remember reading that if you do this you then are liable to pay the BKK airport departure tax (900THB?) if "they" realise what you are up to.
