No, children born in Thailand by foreign parents got automatic citizenship before 1974, not any more.

Cost will depend on hospital, private hospital usually have some package for child birth.

Here on Samui, Bangkok hospital charges 50.000 baht for the package.

Not become Thai citizen if both parents are from another country.

Hospital should be able to give you instructions on how to report the birth at a local District office (a Khet if in Bangkok; otherwise called an Amphur).

Your embassy can answer questions of what your country will require to register the birth in your country.
