Yes but it has certain conditions attached to it.

you can read about on either the immigration website or possibly the embassy website

The conditions include

- Graduate of one of the top univiersities in Thailand

- A level of English tested to a certain level on the IELTS scale (which is quite high).

- A certain amount of funds in the bank
