Chaturon: Election delay useless, military should lend EC helping hand

BANGKOK, 27 January 2014 (NNT) - Education Minister Chaturon Chaisaeng says he fears that an election delay might exacerbate the political divisions and urges the Election Commission (EC) to ask the military to provide security at polling stations.

The minister on Monday gave an interview on the 2 February national election after the Sunday advance poll in some areas were disrupted by protests, saying the Constitution Court did not rule that the election must be postponed. The court just said the government and the EC could delay the poll if it affected national security. Therefore, it was up to the premier and the EC chairman to decide whether to put off the election, the minister said.

Mr Chaturon expressed his personal view that a delay in the election was of no use since the anti-government protesters did not want an election to take place before a political reform. They would continue occupying state offices and disrupting the poll, resulting in more damages to the country, the minister added.

Regarding disruptions to the advance poll on 26 January, the minister suggested that the EC should request for military officers to safeguard polling stations and take legal actions against the people who obstructed the election.

Army resists protesters’ call for its involvement

BANGKOK, 27 January 2014 (NNT) - The army confirms all army officers perform their duties according to the laws and calls on the public to understand them. Army spokesman Col. Winthai Suwaree says the army chief and the police commissioner-general have agreed to urgently arrest the culprits of all violent incidents during the anti-government rallies.

Col. Winthai on Monday elaborated that the Emergency Decree obligated the Center for Managing of Peace and Order (CMPO) to be responsible for the deployment of police personnel to maintain peace and order amid the protests in Bangkok. In response to the protesters’ request for the army to step in, the spokesman said army officers must carry out their duties within a legal framework and there must be laws to protest them.

Col. Winthai also called on all groups of protesters to rally in a peaceful manner and not to use to violence which would only make things worse.

National police chief orders probe into fatal shooting of protest leader

BANGKOK: -- The National Police Office commissioner today ordered the immediate investigation into yesterday’s fatal shooting of an anti-government protest leader at an advance polling station in Bang Na. A dozen of protesters were also injured.

Rice farmers continue to blockade highway and roads

BANGKOK: -- Rice farmers are still blockading highways and roads in three parts of the country, demanding the government speed up the payment for the rice pledging scheme.

In Chai Nat province, rice farmers from 10 provinces in the north and central regions blockaded the northern bound Asia highway on Kilometer marker 133 , urging the government to speed up the payment to those whom have joined the rice pledging scheme.

They set January 31 as the deadline for the payment with threat that if they are not paid, the Farmers Council of Four Regions in the country will blockade four highways in all four regions simultaneously. The farmers later dispersed but vowed to return on January 31.

At the same time, in Phetchabun province, rice farmers from various districts also gathered to shut down the Saraburi- Rom Sak road, near the Ya Soob intersection.

They demanded the government resolve the issue soon, and though authorities have been explaining the situation to them, the protesting farmers refused to budge and remained to blockade the road.

In Prom Piram district of Phitsanulok province, rice farmers rallied to block off the Indo-Chine intersection.

Concerned officials have been informing them that by the end of the month, they would be paid.

Officials also informed farmers that the Bank for Agriculture and Agricultural Cooperatives (BACC) is now giving out low-interest loans for up to 80 percent of the rice value in their rice vouchers from earlier 20%.

However, the farmers reaffirmed that they only wanted the money from the rice scheme and did not want to indebt themselves even further. Both sides could not come to an agreeable solution.

And in Sukhothai province, more than 500 rice farmers gathered in front of the Khirimas district office, where a leader among the protesters stated that government should have paid them for the rice mortgage four months ago.

The delay has caused many farmers to be without funding for the next rice planting season and forced them to loan money for daily use from loan sharks. Meanwhile, Sukhothai governor pointed out that he has set up a donation drive to help relieve the farmers off their burden, starting with 50,000 baht from his own pocket. He has also asked officials and business owners in the province to also help donate to the fund. After the statement, all the demonstrators dispersed and went home.

In Nakhon Ratchasima, rice farmers still blockading the road linking Huey Thalaeng with Lampraimas district, demanding payment by January 31 with threat to blockade the Friendship Highway and join farmers from other region to protest the government.
