None of the '5 measures' involves actual policing, actual cops walking a beat, which is what is needed. As for the 'rapid response' component, my answer is it took over 30 minutes for the police to arrive to a serious incident the other day--in an area known for incidents. Maybe add a 6th measure to the 'Pattaya Model'--have police at hot spots all the time--both to deter crime and also be on the spot when it happens for actual 'rapid response'.
