How do the tariff options on totiptv

Looking at http://www.totiptv.com/Product/Channel/ByType.aspx#ancPlayerNews i want to pay and get view - MSNBC HD - (It is listed under "NEWS") as Choice L

 

I am assuming that I can I view this on PC? - But how do I buy this? - is this a pre pay card from 7/11? - If so what is the the card tariff type I need to select?

go look at their web site or any ToT store, you can buy a set top box, or use your iPad/PC etc .. the rates vary as sometimes it is very very cheap with their ToT fiber to you internet service etc ..
