Still No Police Report!

Hi all, I posted some time ago mentioning that I had be trying for 10 months to obtain a police check for my partner, its now been 12months hes reaplied as a new officer is in charge, and still no futher than we were 12months ago. He was charged with fighting in a group of 3 or more, but never recived a summons apparently the documents are lost as the incident was 12 years ago, the police wont issue anything until they know if he is guilty or not guilty but have left it to us to find that out??? you suggested a lawyer, we have tryed three and they all say the same thing as us "that it is the polices job to do that!" the embassy called the officer and told them they have to find a solution to the problem but it still isnt hurrying them along. As we all know its not a case of what you know but who you know when dealing with thai government officers, does anyone, anyones girlfriend,girlfriends friend know of a high ranking officer who would be willing to show his stripes and give them a kick in the pants we are more than willing to pay for their help, we have 17 days left to hand in the report before our visa is asessed with the missing document, any advise at all would be really apreciated
