To keep rodents out, foam the opening a small amount. while foam is still sticky push the very cheap, Stainless Steel pot scrubbing pads still into the foam. Or just stuff the hole with the SS pads. The rodents can not chew through these pads as the SS cuts their mouths. We have been using this method for years and when properly installed they have never failed to stop rodent entry. installed properly means you must be smarter than the rat, securing the pads in some holes and locations can be a challenge.
