Anyone know if I can cross the border from loei into Laos and if I can do they issue laos visa on arrival

Yes you can; I've crossed at Tha Li several times as it's my closest crossing. A good crossing point as there's little traffic; the port is still under construction and off the tourist route. I was the only one crossing each time; over into Lao and back very quickly, no queues. A Tuk Tuk will take you both ways, 40 baht each way. Visa on arrival at both sides.

Cool. I am half way between ThaLi and NongKhai. Going to ThaLi is a much nicer ride.

Always has been. As long as the vehicle is in your name. The car or truck has a vehicle passport from your LTD. Bike it is not required.

Any more recent updates on crossing with a motorbike at Tha Li, Loei - Nam Heuang, Vientiane Prefecture?

In particular, does anyone know the state of the highway 4 going up to Luang Prabang.
