First the facts.

A German friend of ours who lives in Thailand has been the caretaker of a 14 year old Thai girl since she's been an infant. He and the uncle were a couple and, when they split up, he got custody. But only in an informal sense. Nothing legal. At any rate, he now wants to take her to Germany for a 3 week trip. This 3 week trip will take place when school is in session. For what it's worth, which I suspect isn't much, she speaks German as well as she speaks Thai.. So I have 2 questions.

Will Thailand allow her to leave?

Will Germany allow her to enter?

You must produce a written and signed consent form from one of the biological parents, I'm sure there are better advice to be had from other members here on TV but as far as I know this is one requirement.

Is this something Thailand demands or does it come from Germany?

I think it's a demand that comes when you check in for your departure flight and you must produce it with the child's passport or they will refuse to let her fly.

It's a Thai regulation and a good one to protect minors.

Yes I have to agree. The girl will not be allowed out of Thailand let alone enter Germany with informal arrangements.

I stand to be corrected but suggest you have little chance.
