You could easily do something like that with Wordpress.

This looks indeed like a WordPress site. You can usually set this up by yourself through your server backend and the rest is a piece of cake. My websites are all WordPress and work fine.

Do it yourself at least it will work, wouldn't trust anyone over here to do anything right, including the foreigners.
