My Thai family Thai son and his Thai wife both very well educated (and 4 kids) are very careful about using any medications. Son's old school buddy is a doctor at one of the bigger hospitals here in Chiang Mai. Son called him 20 minutes agoand asked 'is Melatonin banned or does patient need a document to buy it?' Dr. said 'let me check and I'll call you back'. Then the return call: - Yes it was restricted about 3 years back but after perhaps 3 months the restriction was withdrawn. - He also shared, the Health ministry website re medicines is vague and confusing on this item and it seems that the restriction was never justified. - Dr. called a friend (a qualified / experienced pharmacist, snr. professional staff member at a big serious Pharma chain in Thailand, he confirmed the restriction was removed several years back. I've bought Melatonin several times on LINE shopping sites in the last 2 or 3 years. No mention of restrictions. -

The "mysterious" reason may be that the Liberal government in Canada drove the value of the Canadian Rupee down to 40% below parity. Ain't much fun seeing a $10 price tag and it actually being $14. Funny kind of dictatorship where the 'dictator' won by the most votes, won both houses of Congress, and so on. Then again, perhaps you have a different definition of "dictator" than I do. Seems to me the Jingthing definition of "dictator" is: "any leader that I don't like"... -

What is up with tattoos and tourists / expats here?
I believe the OP is referring to the people who are very inked up, and have the neck and face decor. And yes, they seem to be heavily concentrated in some areas of Thailand. And yes, the heavily inked people do demonstrate a series of characteristics that sets them apart, like walking about with no shirt in public places. The heavy inking accompanied body piercing and the giant holes in ears. Some people want to be noticed. Tattoos are one of the most regrettable fashion trends of the past 20 years. They are cool at 19, 20 even 25. They are creepy and depressing when the ink starts to drift and the flesh sags at age 50 and older. The biggest trend now, is the introduction of tattoo removal lasers at tattoo parlors.
