When I tried tracert, I've got request time-out errors at some nodes and it took a bit longer than normal to reach the site!

Have you called their hotline? they may not be very useful in many cases, but generally when there's something wrong in their network (in most cases one of their uplinks goes dead, and almost all the times the brains-challenged CAT folks have messed up something...) they know.

I use CSLox but from a leased line connection, I haven't noticed any significant incident over the past few days.

Yes, they use transparent proxying, like all ISPs (at least for home users).

Access to Gmail from countries and territories outside the United States may be limited because of proxy issues. If you're not in the US and can't log in to Gmail, try accessing your account at https://mail.google.com.
