NRC panel on justice looks to a stronger role for police after reform

BANGKOK: -- SEREE SUWANPHANONT, chairman of the National Reform Council panel on legal and justice system reform, has rejected calls to reduce the importance of the police. Instead, he has proposed strengthening their roles in a reform plan.

"What I have proposed in reforming the police is not destroying the significance of their work, but [is intended] to strengthen their role as guardians of the public peace," the panel chairman said.

Seree said such police reform would also benefit the community. Moreover it would promote police independence in their management of organisations and officers.

The NRC member proposed a meeting to draft sub-articles for the new charter to ensure this reform would not be a failure.

Seree voiced support for the Constitution Drafting Committee on putting in place important articles and sub-articles before the setting up of a new government. He also urged enforcing sub-articles as a new mechanism in the legal and justice area to ensure the success of these reforms.

"The public must have access to the justice system to participate in the process of preventing disputes," said Seree, who is also a legal expert.

He said independent organisations must act as monitoring agencies, and suggested the Election Commission (EC) should not have the authority to cancel an election - or to give red and yellow cards to the candidates - before approval for an election is arranged.

The Constitution Court must scrutinise the cases to protect the EC and promote a better electoral system, Seree said.

"The National Anti-Corruption Commission has proposed for all government officials to reveal their assets to their organisations," he said.

The chairman of the CDC, Borwornsak Uwanno, wrapped up the second day of the CDC-NRC meeting. He said it had produced many useful ideas from the panels' proposals - such as setting up a council for police affairs, budgeting policies and promotion of the Strategic Environment Impact Assessment.

"But before setting up other new organisations I would like to urge each panel to scrutinise its suggestions again," Borwornsak said.

"[Remember] proposals must abide by the provisional constitution Article 35 that states the CDC has the authority to scrutinise proposals to set up new organisations by the constitution," he said.

Borwornsak also said reports about dissolution of local administrations was false, leading to many complaints made to him by agencies including kamnan and village headmen.

Therefore, for the sake of the country, he urged the media to prevent false information from spreading.

"For the constitution drafters, we have little concern because they know what is true and what is not. However, as a CDC, we must listen to all ideas and information."

What's the "motto" in the USA, "to protect and serve" (the public)? ... there's a good starting point for the Police here, not their actual current motto of "to protect and serve whoever pays us the most" ...

What the !#$%*, the Thai police needs to be on probation after the (successful?) reform. They need to be controlled, overseen and strictly punished for infractions. The last thing Thailand needs is a stronger, more independent police force. This NRC guy must be ex-police himself, or preparing for his future career as police chief, NRC is a temporary job.

How is it humanly possible to reduce the importance of the Thai police force any further than it is???? facepalm.gif

it is a fine indication of just how primitive these people are and shows just how far away they are from understanding how society should be structured, this NRC is already showing signs of strong bias towards creating another infrastructure that protects the power and money flow into officials pockets

There is no argument against voting for a PM or MP's provided the voting itself is free from corruption

There is no place in a modern society for unelected Village headmen

They are elected to my knowledge. I live in a village and its a damn good system with many disputes settled by the two parties involved plus the village chief without having to resort to the police and the courts although this way is open if so desired by one of the parties involved.

Doesn't this guy realize the RTP has FAILED time and time again in the role of guardian?

Look at words carefully "for public peace" only ... Maybe Khun Seree should do a rethink.

RTP should be guardians of the public ... full stop. That requires a change in the RTP culture.

The non-statements in this old news, more monumental efforts of mediocre minds, makes my masticated emotions most masterfully mendacious. Compassion is just fashion, change is churlishly chucked aside -- again -- and any voice of reason is drowned out by the howling winds that break like flatulence from a chorus of stupidly greedy vindictive voices.

Everyone is determined to have predetermined outcomes that have no members of the currently reviled revise their positions and revive their activities.

Recycle, reconcile, recycle, reconcile, recycle, reconcile is actually recycle, repeat, recycle, repeat, recycle, repeat....
