Russian transit visa?

Hello,

Was wondering if anyone here had experience applying for a Russian transit visa here in BKK.

I have a US passport, non-imm type B visa but have not had permission extended beyond 90 days.

Was planning a trip to Europe later this year and thinking of doing one night in Moscow en route.

The website says the following, so I think it will be ok without residence permit. Depends which clause the parentheses apply to, I guess:

The Russian Embassy in Bangkok is empowered to issue Russian visas (all types except transit visas) only to foreigners who hold a Thai residence certificate or who have been granted permission to stay in Thailand continuously over 90 days.

I have called but the phone doesn't work and emails have been ignored, so was wondering if anyone had any knowledge that could help out.
