Former top investigator may surrender, police say

BANGKOK: -- A suspect accused of demanding and receiving bribes from an alleged Indian operator of an international online football betting network may surrender to police tomorrow.

Pol Lt-Col Songrak Khunsri, former deputy superintendent of the Central Investigation Bureau (CIB)'s sixth subdivision, had a close friend ask police about a possible surrender, acting Phaholyothin Police superintend?ent Pol Col Nipon Charoensil said. However, he said the person didn't confirm if Songrak would surrender tomorrow.

Songrak was an officer who had considerable success as an investigator and behavioural science expert, and his previous work included the arrest of suspected Russian arms smuggler Viktor Bout and the arrest of influential politician Somchai "Kamnan Poh" Khunplome.

Songrak was among several police the Criminal Court issued arrest warrants for late last month - for allegedly demanding and taking bribes from the so-called Abubakar bin Sulaiman football betting racket.

The arrest of Viktor Bout was essentially an American operation. The Thais simply had to detain him in a hotel meeting room.

The arrest of Kamnan Poh was about 10 years after it should have been during which time he was living in his house in Chonburi. He was only arrested due to a power shift and an order coming from on high to provide leverage for negotiations with the Chonburi Palang Chon Khunpleum faction.

Don't forget that for those 10 years Kamnan Poh was "on the run", every year high ranked policemen and politicians would attend his birthday party.

They continue to set nice high standards of "policing" day by day ... "please surrender, so we don't actually have to do any work and come looking for you" ... perhaps they should arrest, charge and hold the "friend" for questioning (who is also a cop I'm assuming) and for assisting him evade the law and hold him until he gives up the location of Pol Lt-Col Songrak Khunsri. Job done.

This police force is getting more pathetic every day. Aside from the few "good" cops who actually do want to do their jobs "properly" but are unable to do so because of those higher-ups that prevent it.

Well how jolly, jolly nice of him. What a decent fellow he is.

Perhaps he may later deign to attend his trial on the days when interesting evidence is being given.

If found guilty he could set up a schedule for those days he can spend in gaol, say one or two days a month when he's not busy, on holiday or otherwise occupied.

Come on, he's a busy chap and in the grand scheme of things all he forgot to do was pay off the right person, we all screw up on occasion

What a god damn farce. What other country with a civilized society would allow an all edged criminal dictate when he/she will surrender to the police.

It boggles the mind!!!!

I would give my favorite guitar for a video showing how the parties involved cut the cake.

You boggle too easily. Actually this is commonly done in USA, Europe, and elsewhere. This is by no means only a Thai thing or an Asia thing or a third-world thing.

Years ago I knew an American who was wanted by FBI and was hiding on a Caribbean island. His lawyer negotiated a deal with federal agents and once both parties agreed with the deal the fugitive turned himself in to the FBI.

It's not any different than prosecutors negotiating to drop charges or lower a charge and/or jail time in exchange for certain testimony. Hell ... even mass murderers have negotiated deals to get life instead of execution in exchange for telling where they buried bodies of people they killed.

I agree, he does boggle too easy. Some people should get out more. Or sit down and watch every episode of the Sopranos. whistling.gif
