Try going into Device Manager and updating the drivers for your network adapters.

Is your Wifi router hooked to an internet line/service coming to your residence or are you doing a Hotspot connection from your smartphone to your laptop? I'm not clear if you are trying to compare the speed you are getting via your residence internet provider and the 3G service provider for your smartphone.

If your computer is hooked to a separate internet line then you just got a bad internet connection...time to call your internet service provider.
