Registering a marriage with the French Embassy in Thailand

Anyone have any experience of registering an existing marriage with the French Embassy in Thailand? A Thai friend of mine was married to a now-deceased French citizen, but the marriage didn't take place in Thailand and the guy forgot to register it with any French Embassy anywhere. Needless to say, this is proving a problem in claiming insurance, pension, etc. The embassy have all the documents (translation of marriage certificate and death certificate, etc) but are sending my friend on a wild goose chase that has nothing to do with legal procedures.

Anyone know the procedure or know of a lawyer with knowledge of French Law that could help?
