See Overseas British passport applications.

Note that whether or not you registered the birth via the British embassy is irrelevant.

If born in Thailand the child is British by descent; provided you are British otherwise than by descent. If you are British by descent then the child is not British.

Unless she was born in the UK; if so she, herself, will be British otherwise than by descent

See the first part of British citizenship basics.

If she was born in Thailand then you will need your long form birth certificate for her passport application; if she was born in the UK you will need hers. If you do not have this, you can order one from the appropriate General Register Office. That link takes you to the GRO for England and Wales, there are links from there for Scotland and Northern Ireland.

I do not have her Mothers Birth Certificate but I do have her Mothers Thai Passport and Colour Copy of ID Card signed.

Will there be an Issue with the birth Cert ?

I must admit to being confused.

Table C of the supporting documents guide says that both parents' birth certificates are required.

However, your daughter, assuming you are British otherwise than by descent, has inherited her British nationality from you; not her Thai mother.

Therefore, logically, only your long form birth certificate is required to show that you are, indeed, British otherwise than by descent and so your daughter can inherit your British nationality.

As her mother is not British, I can see no purpose in requiring her birth certificate.

I can only assume that, like unfortunately much Home Office guidance, this guidance is incomplete and it should say that both parents' birth certificates are required only if both parents are British. Particularly as it says birth certificate or certificate of naturalisation/registration as British.

In your position, were I unable to obtain the mother's birth certificate then I would send the application in without it, and include an explanatory note in part 8 of the application form to say that the mother is not British and can't/wont provide her birth certificate.

At worst, the passport office will contact you to say you must provide it and the application will be delayed until you do.
