NLA amends law to protect children from sex predators

BANGKOK: -- THE NATIONAL Legislative Assembly yesterday agreed to amend the law on pornographic media, introducing more protection for children's rights.

"We salute the NLA for giving importance to children's rights, who are most in need of protection," said Visa Benjamano, a member of the National Human Rights Commission.

On Thursday, 50 members of the NLA, led by Jintanun Chayasupamitre, proposed that the Criminal Code be amended, toughening the punishment for child pornography.

According to the amendment, those who produce pornographic images of minors under the age of 18 with the intent to sell locally or overseas will have to pay a fine of up to Bt140,000 and/or a prison term of up to seven years.

People found to be in possession of pornographic images of children under the age of 15 stand to be fined Bt100,000 and/or serve up to five years in prison.

People who possess pornographic images of youngsters between the ages of 15 and 18 will have to pay a fine of up to Bt30,000 and/or face a prison term of up to five years.

An informed source said the NLA hoped this amendment would stop Thailand from becoming a trading hub in child pornography.

This amendment would bring Thailand in line with the United Nations Convention on the Rights of the Child that the Kingdom ratified in April 1992.

The UN convention lays the ground rules for the protection of children's rights, including physical safety, living conditions, freedom and welfare. The convention also focuses on human trafficking and child pornography.

I hope this "fine and/or prison term" is per image found...

amending a law won't protect children, enforcing the law will

Correct, i have read that numerous users have seen child porn on the streets for sale in Bangkok. I can't say that I ever came across it but I haven't been going through the stacks of illegal movies and such.

But if its true.. then going after those guys would be a good first step.

Arrest the sellers. If they don't tell who the distributer is, waterboard them until they do. Keep the same pratice up until the top scum producing this are arrested and jailed for a minumum of twenty years without the possibility of parole in the Bangkok Hilton along with the sellers. Anyone buying these CDs should be arrested and spend ten years mandatory in the Bangkok Hilton. There is no form of human life lower than a child molester or a person who promotes it.

What beggars belief is that these laws have not been amended before.

With 2 children of my own it is heartbreaking to witness the filth that lines the streets on Bangkok after 7pm every night.

And when these laws are amended and if they are not enforced then arrest the police and jail them.

I take solace as a father in the fact that the Junta have been serious about police reform having seen it actually happen so I am confident that these laws will clean up the streets so I can walk my kids down Sukhumvit to eat Subway instead of ordering in.

As a father do you take solace in the Juntas warped priorities? Do you agree with them that clearing deck chairs from the beaches is a far more important issue to be dealt with than pedophilia?

They just should keep in mind that this means that ten Thousands of Thai teenage male students who have such pics and movies on their own mobiles will disappear in jail for many years soon.

this might be a disturbing truth but it is a truth for sure.....

how do you determine the age of someone in a pic. it could be anything.

Meaning?

They are saying that if you have a pic of someone of 15 nude your in trouble.. but 16 obviously is not (as much).. how to determine if the person in the picture is not identified and neither is the date when it was taken. Or the difference between 17 and 18.. I could go on. This is real hard.
