Is Google hangouts dialer for moblile phones for hangouts blocked?

when I tried to download the hangouts dialer to my mobile phone in order to make calls to USA from Google hangouts it says not available in your country. Is this something new or is it just some countries you cannot use it. I was hoping to make some calls.

How many times did you click on the "Post" button?

You'll need to use a proxy or vpn in order to use the Hangouts dialer AFAIK.

I use it all the time without proxy on true 4g @ 3bb fiber. You need to dial

like this +1 786 555-5555 for the usa or +86 77777787 for china. of course substitute your numbers

You'll either need to access the US version of the Google PlayStore (with a US-based account)

manually 'sideload' the required APKs to your phone.

Also, if you have a US-based Google playstore account you could try using one of the free proxy/VPN apps that allow you to geo-relocate your location so it appears you're in the US, then access the US version of the playstore,
