What would you have done with 3 hours warning? Clean all the drains, hand out rafts to everyone? Bangkok has been flooding for as long as I can remember (20 years), yes its annoying for a couple of hours, then it's gone.

I too fail to see what can be done about preparing for a storm on three hours notice. Mr Mayor is just pointing out that flooding is part of life in this part of the country. I don't see anything rude or sarcastic about that.
