I'm sure you can get it more or less at the correct price if you bargain? I have successfully received two visas at Poipet for the right price (except for an extra US$2 for not having a photo, bargained down from US$3 on the second occasion) so have trouble understanding why other checkpoints wouldn't be willing to bargain at least?

All you need to do is be polite, friendly but firm. If you can't manage the official price, just add another US$1-2 on top of the official price until you reach a reasonable compromise, like say US$33 or 35 at most for a visa that should cost US$30. Only newbies pay what is essentially close to US$50.
