May I ask how you know this?

The way you explain, it would mean that I would have the choice for W8.1 OS system language, between my native language Dutch or English (or any other 100+ languages)

I have never used W8(.1) or higher,

My experiences are Amiga, first ever computer (500+, 1000, 2000), after that first PC windows 95 after 98 after XP and now for a few years W7,

BUT never "of the shell" this would be my first time. Always had original disks of the Windows OS

I bought a new laptop at Xmas (Acer), came with official windows 8.1 installed by manufacturer.

It asked me what language I wanted, chose English.

My daughter then wanted to use it in Thai ....... no can do.

Reset to factory using the hidden partition, chose Thai.

Searched the internet, many complaints that windows 8.1 (single language with BING) is restricted to one language only.

You can buy a full version at full price and replace the manufacturers install, then use multi language like all the other versions.

But not for the one they give you.

Good point taken from actual experience. MaeJoe's new Acer laptop came with the manufacturers OEM OS package and a single-user language can be selected at setup. Since he is buying a brand-name, factory built machine, the OP can be assured that it will have a similar OEM OS and he will be presented with initial Setup options in English (Windows default). As mentioned, the OEM package doesn't support language changes 'after the fact' because it doesn't install support for them but this isn't going to be an issue for the OP.
