I have a cellphone with a D-Tac sim. Every now and then I get annoying phone calls advertising stuff. Is there something I can do about this?

I have true and occasionally get them. I block the number so that if they use same number again I will not be bothered.

I am not sure there is anyway to report them or have them blocked by your phone company.
