Cabinet appoints new civil aviation chief

BANGKOK, 17 June 2015 (NNT) – The Cabinet has approved the change of the Department of Civil Aviation (DCA) Director-General while positive developments have been reported from the Transport Ministry’s meeting with the International Civil Aviation Organization (ICAO).

According to Transport Minister ACM Prajin Juntong, an order has been issued by the Cabinet to transfer DCA Director-General Somchai Piputvat to the post of Inspector-General of the Ministry of Transport. At the same time, Inspector-General Parichat Kotcharat was named the new DCA Director-General, replacing Mr Somchai.

In regard to ICAO’s issuance of a significant safety concern (SSC) against Thai aviation, ACM Prajin disclosed that Deputy Transport Minister Arkhom Termpittayapaisith has traveled to meet with the President of ICAO to discuss the matter. He said the President was satisfied with the corrective action plan presented by Mr Arkhom.

As a result, no additional measures will be taken against Thailand when the 90-day deadline expires on June 18. However, the SSC will be maintained until the action plan has fully achieved its goal.

The ICAO President reportedly acknowledged Thailand’s determination to address its aviation issue and revealed a plan to use the case of Thailand as an example for other countries to study. He also expressed hope that the amendment of aviation-related laws will be completed within the current government.

Well this time it will not take long to find out if "no additional measures will be taken against Thailand", June 18, or if indeed it is the usual excrement statements from official sources.

The ICAO revealed a plan to use the case of Thailand as an example for other countries to study.

In other words, how the ICAO kicked Thailand's behind to get it into compliance.

What lesson? Thailand is not compliant. Until there is a formal response that appropriate changes/corrections have been made, and an acknowledgement that the remediation of safety issues is effective, there is a state of non compliance.,
