CDC agrees to scrap open list and adopt one party list

BANGKOK: -- The Constitution Drafting Committee has decided to scrap the open list electoral system and to adopt one single party list for parties contesting the next general election, said CDC spokesman General Lertrat Rattanavanich on Monday.

The CDC met on Monday to deliberate Sections 103-120 regarding the parliamentary chapter of the draft constitution.

General Lertrat said that the original charter draft stipulated that there would be a party list for each of the six electoral regions which, he explained, was very complicated for parties to prepare the lists for their candidates contesting the elections.

Hence, the CDC has decided to adopt just one party list for each individual party and this will reduce the number of party list MPs to 150 from the original number of 200 and, at the same time, will increase the number of constituency MPs to between 450-470, said General Lertrat.

As for the structure of the Senate, the CDC will deliberate the issue probably on Wednesday.

As it has regularly abused by Thaksin and co, why have a party list at all? why should the highest political position be up for sale to the highest bidder?

How was the party list abused by Thaksin and company, Halloween? The constitution is not written by Thaksin. He just followed the election law. The 2007 junta constitution increased the party list. You think they do that to benefit Thaksin? Waiting to hear your expert opinion.

I don't give a flying fig who increased it, it is a tool for the wealthy to avoid scrutiny by an electorate. Do you think Thaksin wants his police career and the computer scam discussed in front of voters?

Anybody with enough money can buy popular local politicians to join his party, then use the votes they garner to nominate whoever he wants to be an MP and himself as PM. Do you think anybody would actually vote for Chalerm, or Surapong? Are criminals on serious charges normally elected as MPs?

At the moment is it is legal to nominate a dummy as running for PM, and then tell your bought politicians to vote for someone else after the election.

The political system is being reformed, NOW is when you change what is wrong, and this is a stinker.

Now lets hear the points in favour, Thaksin sycophant.

If he always followed the election law how come his party (he) was thrown out so many times by the election courts etc.

Some folks have morals and follow the intent of the law, other folks look for any opportunity to exploit the law and with no morals and with no conscience.

The CDC better be careful or it might actually adopt Germany's MMP electroral system in the draft constitution.

Both the open list electoral system and the unelected PM originally were originally conceived as supplements to adoption of Germany's MMP system. In reality the two effectively corrupted the MMP system which was probably by design.

Glad to see the CDC making some progress towards a legitimate electoral system. Now if it can reqire a 100% elected Senate, the Junta will have "conniptions."
