NLA passes the 2016 fiscal year's 2.72 trillion baht budget bill

BANGKOK: -- The National Legislative Assembly on Thursday unanimously passed the 2016 fiscal year budget totaling 2.72 trillion baht in three straight readings within just four hours.

Deputy Finance Minister Visut Srisuphan, also vice chairman of the extraordinary committee deliberating the budget bill, told the NLA members that the committee had attached importance to the visions and obligations of the government.

Altogether 20,582 million baht were trimmed from the budgets of various governmental agencies and added to the Central Fund as reserves for use in case of emergencies.

Only a handful of assemblymen took part in the debate of the budget bill.

Deputy Prime Minister Visanu Krea-ngarm who was assigned to attend the assembly meeting on behalf of Prime Minister Prayut Chan-ocha who is visiting the Philippines thanked the NLA members and the budget extraordinary committee for their hard work in considering the budget bill for the past three months.

He assured members of the NLA that the government would spend every single baht of the budget in accordance with the wishes of the NLA and spirit of the law for national benefits.

The 2014/2015 National Budget was 2.52 or 2.56 trillion if I remember correctly. Not sure how much of the budget is actually disbursed and what remains, nor if the remainder is moved as 'reserves' on the plus side of the 2015/2016 National Budget. Can't remember ever having seen such figures over the last twenty years.

BTW was data published on how the government income side looks, it's expenditures and possible deficits or surplus ?

Rubi, thanks for the links. Useful. Now that budget for 2016 is allocated and rubber stamped, will the infrastructure projects go off budget loans? Besides private investments, it looks like it will be funded by off budget. You found anything on that?

Rubi, thanks for the links. Useful. Now that budget for 2016 is allocated and rubber stamped, will the infrastructure projects go off budget loans? Besides private investments, it looks like it will be funded by off budget. You found anything on that?

Since at least I do not know how different the accepted National Budget is from the one proposed three months ago I would not talk about 'rubber stamped'. Maybe it was sneakily modified as the previous, democratically elected government liked to do?

As for the infra structure projects, since private (and foreign) investment is sought, the National Budget is said to have limited reservations for such projects, but a need for a few years of such reservations. That's normal for larger projects, reservations are spread over a few years, just like the repayments to BAAC for the RPPS 'loan'.

Details on the 2015/2016 National Budget I haven't got (yet). AS I wrote, the government website seems prepared for 2559 documents, but I expect them to be in Thai only at first. In the mean time study the 132 pages PDF I linked to. Should help you prepare smile.png
