I should be extremely grateful for an accurate translation of the following short line of text:

The above text is from a police receipt for a fine collected from a foreigner for not being able to produce his passport during a police check. For years, I have been desperately looking for this type or receipt and now having found one in this post in the Visa forum I need the English translation for verification whether it does indeed state that particular reason. I was hoping that it would also cite the law and section of the the law being violated, but seeing no number in the text that part may be missing.

If possible, I should also like to have a typewritten copy of the Thai text.

Now having the typewritten text, I used thai2english.com for a rudimentary translation and see that the fine receipt uses หนังสือสำคัญ, which apparently could mean generally an "identification document", as this text is different form the บัตรประจำตัว used on the Thai ID cards.

หนังสือสำคัญ can also mean 'credentials'. Not a bar-goer, I've always used my Thai driver's license when stopped at police checkpoints in/around Udon. I also carry a copy of my yellow housebook, but the driver's license always seems to be enough......whether I was in violation or whether the police were just checking documents.

Yes, "(He/she) is an alien not carrying papers on (him/her)" might be another way to express the Thai. In any event, หนังสือสำคัญ is a pretty general term, not specifically meaning passport or even ID.
