BMTA and SRT fail service assessment 'but are safe'

BANGKOK: -- BANGKOK'S Mass Transit Authority and the State Railway of Thailand have failed to provide satisfactory public services but are safe, a new report has found.

The Ministry of Finance report on public services for the last financial year focused on performance indicators. It found the BMTA passed just two of four indicators and the SRT passed only two of six indicators.

The reported was handed to Cabinet on Tuesday.

In terms of customer satisfaction, the BMTA recorded a score of 86.6 per cent when 90 per cent is considered the acceptable level.

Passengers complained that the buses in general are too old and simply not good enough.

The BMTA also failed in the cost department, running at an average cost of Bt33.9 a kilometre when Bt32.5 is the desired mark.

On the plus side, the BMTA had a zero per cent accident rate when 0.001 is considered acceptable. The zero per cent rate was attributed to an accident prevention campaign and staff training.

The performance indicator required that each BMTA bus does at least 209 kilometres a day. But BMTA fleet performed better, recording an average distance of 210km a day each.

The SRT's failed performance indicators included customer satisfaction and its capital disbursement being lower than the aim of 14.9 per cent.

Its financial statement preparation was also deemed a failure because it did not propose a financial statement to the SRT committee in 2010 and 2011, although it sent a financial statement for 2011 to the Office of the Auditor General.

The number of passengers was also lower than the targeted 4.36 million.

However, the number of accidents was lower than targeted in terms of deaths and significant accidents.

The Public Service Grants Committee has proposed to the Transport Ministry that the BMTA can lift its performance by implementing the finding from a passenger survey. It said doing that would cause drivers to cut the speed of buses and strictly adhere to traffic rules.

The Public Service Grants Committee found that the SRT needs to urgently improve its basic structure and service quality, especially cleanness, safety and punctuality of its services.

It said the Ministry of Transport should also study the unit cost of train services.

I just cannot believe they got a 0% accident rate, i regulalry see them in shunts.

Maybe it only qualifies as an accident if you have mass casualties.

Would be interesting to find out how many deaths Thailand deem acceptable on their rail network.

And fellow drivers knowing that when one of those c- is bearing down on you on the wrong side of the road to beat the queue at the traffic lights to give them a wiiiiiide berth. Edited by mca

Well its been a few months since I have heard of a train derailment,!

The ancient buses are causing a huge pollution problem and they keep putting off replacement which is a big mistake. The old diesel buses are the worst for sure...spewing black smoke.

One way to improve the SRT would be to transfer operation of the Airport Link to the BTS (or MRT) . You can be sure that they would not have had trains laid up for months because they forgot to schedule maintenance. This transfer has been discussed before but nothing has happened.

S R T BAD MANAGEMENT

I am a long time fan of the SRT, and a frequent traveler. I used to consider it the ultimate way to travel, enjoying a few drinks, and some tasty Thai food, watching the countryside go by, and often finding someone interesting to talk with.

Now some idiot, who should be fired immediately, has banned alcohol, completely destroying the ambiance, and reducing Thailand to

the primitive level of an Islamic state.

I am well aware of the reason given for the ban, and it is totally WRONG! The cause of the rape and murder was the incompetence of the Personnel Dept, who hired a criminal through lack of due diligence. The murderer had taken alcohol (probably purchased outside...much cheaper!) and DRUGS.

Why should customers have to suffer loss of proper service because of this nonsense? Yet another blow to the tourism industry!

The vast majority of BMTA buses are fuelled with LPG/NGV now, there are very few "spewing black smoke".

BMTA failed 50% of the tests and SRT failed 60% of theirs, in what direction do you see the bias? .

I live in Silom and still see many old red buses powered by Hino diesels...I must wear a carbon mask to walk on Silom Rd or I will get migraines.

BMTA assessed with four indicators and SRT assessed with six indicators.

It makes more sense interms of Thai culture to just use two indicators: pass-fail

They pass.
