CDC resolves parties must have 5 per cent of seats in House, but unknown if non-MPs eligible

BANGKOK: -- THE Constitution Drafting Commission (CDC) resolved yesterday that the prime minister would be selected from lists of five candidates proposed by political parties in advance of a general election.


Udom Ratammarut,CDC spokesman, said the CDC reaffirmed its proposal, which would see a prospective PM only picked from lists proposed by political parties. And parties must hold more than five per cent of seats in the House of Represen-tatives before they are eligible to nominate an individual as their choice for premier.

However, the CDC did not confirm whether the lists would be restricted only to elected MPs.

Previously, its proposal was also open to non-MPs to be included in the list of nominees to be PM, triggering heavy public debate on the possible selection of an "outsider" prime minister.

The CDC also resolved to maintain the principle of the selection of cabinet members by a prime minister. But it added a condition that such members must have clean and ethical records, otherwise they could be disqualified.

Meanwhile, Prime Minister General Prayut Chan-o-cha revealed yesterday he had already proposed inclusion of clauses concerning "civic duties" to the CDC, in the hope of keeping its ideas practical.

"[The term] democracy focuses on common duties and responsibilities," the premier said during his weekly news briefing "It's not only about rights and freedoms. We also have to respect laws."

Prayut hoped initiatives would result from the CDC process and be included, if appropriate, in the upcoming charter draft.

The panel, chaired by the PM's Office Minister Suwaphan Tanyuvardhana, coordinates the government, the National Reform Steering Assembly (NRSA), and the National Legislative Assembly (NLA).

Its main task is to shape the reform process in accordance with the three agencies' roles.

Prayut's initiative came after he observed how the CDC spokesperson elaborated on principles of civil duties and people, without mentioning their duties, the retired general said.

Government spokesman Maj-General Sansern Kaewkamnerd said the premier wished to have ideas develop so that people could become more effective contributors toward society.

"Being concerned with only rights and freedoms could make people seem like pure recipients," Sansern said. "The premier would like us to be both providers and recipients, according to our occupations and our status as Thai citizens."

"It's not only about rights and freedoms. We also have to respect laws."

So says the leader who relies on absolute power to govern, and personally decides who,what and when Thai people's rights and freedom apply.

The upside of Prayut's governance is that he makes communism look democractic.

This is another nail in the coffin of Thailand's long term democratic credentials: The junta know full well that when they eventually concede that unelected soldiers have a history of not running Thailand very well, and accept a return to democracy, that progressive forces whose views do not mirror those of the elite will win. The job of its undemocratic parliament is to roll back the boundaries of that democracy so that it has even less scope to govern freely than the last one and that most of the real power is vested in QANGO's appointed by the elite.

For a man who went from saying he ""does not have any interest in taking power"" in a metamorphosis to absolute power.

Who now has ""obedience "" to his will as a primary motivation.

Who has fear throughout the Kingdom to make this happen .

And legions of Soldiers to enforce it.

Who has polls that might as well be North Korean in origin proclaiming the ""people's love and approval of him"

Of course he will be the next elected leader.

Not that this process will be democratic.

We must obey .

That's far more important than self determination and freedoms and representation.

They after all they are only doing so in the interest of Thailand

And to suggest otherwise means you belong in a jail cell.

And have insulted the Regal appointed military rulers who are fast ascending to god status in their own minds.

Like drunken fools though they forget the powers around them vastly superior and though passive very capable of pouncing on them

They continue to mouth off like thugs

Belting the innocent with jail terms.

Terrorising the populace the selfs.

Many thousands of kilometres away a group of back packing German girls in a Sea side Australian shopping market go to take several cans of Tuna from the shelve.

I make small talk and say that's Thai fish processing and most likely slave labour.

I check out their bodies and youth as they immediately replace it with another brand.

This is what Thailand faces.

The tourist will replace it with another brand.

Maybe.

But if they want to highlight LM and the so called "" like "" crimes publicly.

Denounce envoy's from the west.

They will finish up like the Tuna cans back on the shelf.

Only ignorant Chinese and Indians mainly will furnish their industry.

Eventually a boycott will kick in.

They are after all just getting started.

Further marches outside embassies and xenophobic and nationalist propaganda and flag burning will eventually dampen even those nationalities from flying there.

Throw in ISIS insurgent attacks and grim economics the power base will need further iron fisted tactics.

2016 promises a much more robust sequence of events as this Military take off the gloves.

And the so far Passive powers get ready to come out of their corner too
