If a group of teachers have been on a a sort of rolling contract of around seven years and the school tries to make all teachers sign a new contract. What are the implications if a teacher refuses to sign?

In your case, I can see why they want a contract...may want to check qualifications as well.

It would be pretty naive to think you have rights in Thailand. Either do what you're told or find a new employer.

You clearly don't know how pro employee the Ministry of Labour here is then.

A "sort of rolling contract" doesn't sound like it would be legally binding, probably deliberately on the school's part.

So if they suddenly produce a real one & you don't sign it, I should imagine that the answer is obvious...
