jeab1980 Posted June 7, 2016 Author Share Posted June 7, 2016 OK update went to Khon Kaen post office, handed over voting envelope guy spoke great English asked him how much "FREE" Asked if he was sure he asked lady next to him same answer "FREE" Can pay to send it registered 89bht but otherwise free.
