Mysterious letters emerge in Chiang Mai

CHIANG MAI: -- Post offices in Chiang Mai have impounded more than 2,000 letters believed mailed by some ill-intent political elements to scuttle the draft constitution which is due to go through a referendum on August 7.

The mysterious letters seized in Chiang Mai are similar to those earlier impounded in Lampang. The letters do not have the names of the receivers or the senders but just the addresses of the receivers. Most were however stamped.

Mr Boontham Prasongvarakit, chief of the post offices in Chiang Mai, the letters in question were found to have mailed through mail boxes in Sansai, San Kamphaeng, San Pakhoi, Mae Rim and Mae Jo districts.

Military and police officials were called in to help examine the letters now kept at the central post office in Muang district.

Maj-Gen Kosol Prathumchart, commander of the 33 military circle, said that all the letters would be handed over to the Election Commission for further examination.

He said that if the letters were found to be illegal, then a formal complaint would be lodged with the police so that legal actions could proceed.

Meanwhile, officials were dispatched to put up announcements warning people who have received the letters not to believe in what was written in the letters.

Perhaps they should have addressed them to "occupant' ...sending letters to unnamed residents on political issues is a well worn democratic practice, not delivering a stamped letter is a crime. ....I know, I am just joking.

I can see that the confidentiality of correspondence is the last concern of the Thai post post-4641-1156693976.gifpost-4641-1156693976.gifpost-4641-1156693976.gif

I thought, but I'm sure wrong , the Royal Post in Thailand or La Poste in France has only one thing to do :

receive the letters or parcels from somebody and send them to the destinatory;

nothing else ; In France it was always forbidden to open a letter , even you are the big boss of a huge sorting factory .

Only one place can do that ( open a letter or a parcel ) in France : Libourne CRC

I was working during many years for La Poste in Paris ( Le Louvre CTC ) the only exception was about openly post cards with nude or porn photos as we had sometimes coming from Spain .

( Yes, I did many professions/occupations during 40 years .. ) and now cycling all around Issan and northen provinces of Thailand, Laos...and Vietnam .

Thai Post skittish about opening letters? Just drop a hint that there is a twenty dollar bill in one of them, no more acting as if respecting the law.

What are the specific Thai laws regarding mail?

Police may conduct searches and seizures without a warrant when he has reasonable grounds to believe that the suspect has in his possession:

  1. Articles that may be used to commit a crime;
  2. The fruits of a crime;
  3. Illegal items (like illegal substances).

In the case of the subject mysterious letters it appears that the police took the initiative to open the letters without legal foundation. If a letter recipient had opened an envelope and presented the letter to the police, that then might be legal grounds for the police to intercept and open all simular addressed envelpes based on the RTP's decision that such letters vilated criminal code.

Note I said "ordinarily." The RTP currently operates under the auspices of the NCPO and hence, priviledged to apply Article 44 to bypass Thai laws and take whatever arbritary and capricious action they choose with impunity.

So what do they believe, is it only what you are told/ordered to believe? 1st freedom of speech is stripped and illegal, opinions

are illegal and now personal beliefs.

The greatest dictators in world history would be extremely proud in the way Thailand is evolving.

It seems like you have had a good life. Unless you want it to end soon, don't cycle on Thai roads. I'm not being paranoid, just reasonable

Since ten years I'm living here , I think I have already cycle nearly 150,000 km on my MTBike ;

More than I did with my pickup !

1,600 km last month ( june 2016 );

Maybe I'm lucky, maybe drivers don't want to kill a cyclist who wear a shirt with " Long Live the King "...written on it ?

But we are totally out of the subject ..giggle.gif

I have to show passport now to send a letter here

Really? Where is that? I just mailed a notice to U.S. Social Security Administration yesterday here in Nakhon Sawan. 19 baht, Air Mail. No ID requested.

I am quite happy to have my mail opened if the right people think it may contain something which could cause harm to me or my family, also in this day and age of terrorist i think stamped or not , please open

they solved that problem right ?

i was shocked last weekend went to send my 90 day jail report card

and they needed my passportt ... could not believe it as I don't carry that thing on me

good I have scanned it and carry on my phone

now they need to know who sends what to whom ... and it was addressed to immigration...
