I was just settling up with the owner of the condo I rented for a month and we were figuring out the cost of the electric as we read the meter when I moved in.  

I used 330 units (KWh) and to figure out the cost per unit we divided her previous bill by the previous months units.  

925 baht/250 units = 3.7 baht per unit.  So we multiplied the number of units I used by 3.7 baht.

However, that seems cheap to me.  In my condo in Bangkok I pay direct to EGAT at about 4.5 baht per unit.  

I want to pay her the correct amount.  Is electricity cheaper in Chiang Mai than in Bangkok?   Did I make an error in calculation?

Electricity cost is identical nationwide (for same tariff class).

There is an online calculator.
Unfortunately the English version is buggy.

The usual household tariff is "1.2".

If you enter 330 kWh you get 1,257.83 Baht in total = 3.8 Baht/kWh

For tariff 1.1: 1,259.58  Baht (no significant diff.).

The tariffs are progressive (incr. cost per unit with rising consumption).
That's why the simple math does not work correctly.

Unit costs also vary by a "Ft" surcharge(deduction) which is adjusted every 4 months.
4.5 Baht/kWh sounds plausible for a "high" consumption.
