would anyone know of a place in  in Nakhon Phanom / Sakhon Phanom  for renting a bike?

If u mean bicycles, Hompumork Hotel in Chayangkul Rd at the north end of NKP riverfront rents them for guests, maybe for visitors too. Nice little  hotel but it seems to have disappeared from agoda.com.
