Need help with an immigration term

The following text is from section 84 of the English translation of the Immigration Act posted on the website of Bureau of Immigration (highlighting in bold red is mine):

In all offenses under this Act, except the provisions of Section 62 Para.1 Section 63 , 64, 71
and 82 Para.2. The settlement Commission ,consisting of the Police Department’s Director General or
Representative, the Public Prosecution Department’s Director General or Representative, and the
Immigration Division’s Commander or Representative, as the, members shall have the authority to assign
duty of settlement to the Inquiry Official or the competent official by fixing a settlement rule or any
conditions as the Settlement Commission my deem proper.

 

The following text is the original Thai text corresponding to the above translation:

I'd be grateful if somebody could give me the two parts of the Thai text that have been translated as "settlement rule" and "Settlement Commission"

My guess is they translated หลักเกณฑ์ในการเปรียบเทียบ as settlement rule

 

คณะกรรมการเปรียบเทียบ is the Settlement Commission, but in the part you highlighted red it is left out.

It should be here in the last sentence: ...ก็ได้ตามที่ (คณะกรรมการเปรียบเทียบ) เห็นสมควร

The translation given has to be taken as the official translation so all that is required is to know what the English means.
When I first read the English I thought that 'settle in the country' was the topic but I can't see that in the Thai. This seems to be a descripton of the process of interpreting and applying an act, not specified but having subsections 62 para 1 etc.
Can anyone see how การเปรียบเทียบ seems to mean 'settlement' for instance?
I can see how making a comparison between the act and where it may apply as settling any ambiguity in the act but that is as close as I can come.

I don't know many 'official words' but this is what I think it says.

All infractions of this act apart from xyz require a 'setting of fines commitee' comprising .( a list of those people comprising the committee) and this commitee is empowered to delegate to inspectors and officials the business of settling fines in their place ได้ by means of setting rules in the "business of imposing fines or any conditions" (settlements?) ก๊ไดั as they think fit.

Can this be made to fit the official translation?

Thank you for your comments. The "settlement rules" are, as I see it, the list of fixed fines that immigration officers are authorised to impose for minor offences such as overstaying and late submission of reports.

With the Thai text for this term, I was hoping to find this list on the Internet but having had no success, I fear that it has never been uploaded on the web or not in a form that would allow to find it with a text search. That's quite unfortunate.

So to identify the highlighted nouns 'Settlement commision' and rules of 'settlement rule' we only have to read 'settlement' as the work of imposing fines by investigators or officials or fining transgressors as done by eric67!
However the English translation is wrong in that it seems to need to add 'as the settlement commision deems proper.
The English coould have properly reflected the Thai by;
the settlement commission has the authority to delegate the duty of fining transgressors to investigators and officials by means of establishing settlement criteria which they deem to be proper.
หลักเกณฑ์ need not mean rules here.
I think that this shows that there are no powers delegated. Perhaps someone can phrase it better.

UPDATE

 

The information received in this topic has helped me to recognise the term ตามคดีเปรียบเทียบ on an immigration receipt for a fine, there translated as "according to case settlement"

This in turn has allowed me to find three entries on the immigration website for investigation of foreigners with fines issued based on "according to case settlement"

 

I have not yet found what I believe should be a document called Police Order or something like that with the current complete list of fines according to the settlement rules, but I am now one step closer hopefully to finding it.

I read or looked at the cases you have there when you posted on the Visas forum and they are investigating people trafficking labour law violations and underage workers etc. TM30 is what they could do to him. The six fines was on a Burman with six in his house. some legally in the country and some not but he had failed to report them.
The fines are few and listed in The Act, the difference in amount is because the fines are stipulated as "no more than x000 Baht."
Setting of fines is delegated all the way down to the desk it seems to me so there may well not be a document that you are looking for.
When I say "they deem proper", 'they' is the investigators and officials.
